Fans Voted the Best TV Villains of All Time!

Ranker is a popular place on the Internet where people can rank whatever they want, however, they want, and whenever they want. This is always a fan-focused ranking system and it is never officially tied to the people behind the projects in question. Recently, a large survey was organized on Ranker.
Of course, since this is indeed an important list, have decided to report on it, so we are going to bring you the results by listing the top 10 characters on this list, from 10th to first place.
10. Pennywise (It, 1,989 votes)
Played by: Tim Curry
The source of many children’s nightmares, the original Pennywise was absolutely amazing and Tim Curry’s performance is still so memorable. Undoubtedly one of the best TV villains of all time, we’d put him even higher on the list.
9. Palpatine (Star Wars: The Clone Wars, 1,454 votes)
Played by: Ian Abercrombie (voice)
Palpatine is a movie villain primarily, but his animated appearances in Star Wars: The Clone Wars are certainly memorable. He definitely deserves to be on this list, and this is one of the names we absolutely agree with.
8. Joffrey Baratheon (Game of Thrones, 6,127 votes)
Played by: Jack Gleeson
Joffrey would probably win the most hated TV character competition without a doubt, and we do agree that he should be on this list. He is not such a great character, but he is a vile and despicable person, so we agree that he should be here. Not sure about the place, though.
7. Joker (The Batman, 5,329 votes)
Played by: Cesar Romero
A somewhat surprising addition to the list, Cesar Romero’s Joker is definitely a cult classic villain that we adore, but we did not think that modern fans would love him this much. Personally, we’d place him even higher on the list, despite his campy nature.
6. Cersei Lannister (Game of Thrones, 5,795 votes)
Played by: Lena Headey
She might not look it, but Cerse is as ruthless and as cold as they get, even by Game of Thrones standards. This is why we agree that she deserves to be at the top then, although it is possible that we might have ranked her a bit lower.
5. Dr. Hannibal Lecter (Hannibal, 3,451 votes)
Played by: Mads Mikkelsen
Of course, no one will be able to out beat Anthony Hopkins’ interpretation of the character, but Mads Mikkelsen elevated the character to a completely new level and made a memorable role that we love to hate, or hate to love.
4. Ramsay Bolton (Game of Thrones, 5,346 votes)
Played by: Iwan Rheon
While Game of Thrones certainly has a lot of candidates for this list, we can agree that Ramsay ends up in fourth place due to his psychotic and sadistic nature, which stands even among other Game of Thrones characters.
3. Walter White (Breaking Bad, 5,298 votes)
Played by: Bryan Cranston
Walter White, the oh-so-popular Heisenberg, absolutely makes sense as one of the top three TV villains. And while his role in the series was not all black-and-white, he can be considered as a villain for everything he did, but he got a great redemption in the end. One of the best TV characters by far.
2. Negan (The Walking Dead, 4,753 votes)
Played by: Jeffrey Dean Morgan
Oh yes, Negan being in second place makes so much sense. The guy was an absolute horror, but he elevated The Walking Dead to a completely new level. If we add Morgan’s brilliant performance to the formula, we definitely have a proper contender for second place.
1. Gustavo Fring (Breaking Bad, 7,216 votes)
Played by: Giancarlo Esposito
We are inclined to agree with the final ranking. Gustavo Fring was as formidable as he was beloved as a character, and his evolution as a character has been portrayed in a brilliant manner, which is why we can agree that he is, indeed, the biggest TV baddie, especially if you add his story from Better Call Saul!
