Akane Nishino is a famous actress, a good student, and friendly to her classmates. However, this is a fake personality that she created after an incident where a fan kidnapped her. Inside her, she is angry, bitter, and despises everyone, particularly her classmate Minoru Kageno, who barely acknowledges her existence.
Kageno is shown to carry weights in her bag and clothes to increase her strength. Nishino is kidnapped by criminals who intend to demand a ransom for her. They are interrupted by Kageno disguised as a masked vigilante who calls himself the Stylish Ruffian Slayer, but when they see the Slayer use dual crowbars, they realize that he is actually a dangerous fighter who can take down gangs on his own, known as the Balaclava Berserker.
Kageno defeats both men and frees Nishino. Nishino is suspicious of Kageno, but a few days later, Kageno is abruptly hit by a truck and killed. Through a flashback, Kageno explains that all his life he wanted to become an evil mastermind secretly controlling society from the shadows and that he relentlessly trained in martial arts in hopes of one day being as powerful as a nuclear bomb.
Now, in the present, Kageno is reincarnated in an alternate world with magical powers where he still hopes to achieve his dream of ruling society as the Eminence in Shadow.
