In an isolated village, the older brother Yuru became a hunter of animals while his sister Asa was kept locked away and ordered to perform a special duty that kept her from meeting more than a few select people, until armed men riding helicopters referred to by villagers as dragons assaulted the village in search of Yuru and killed every adult in sight.

That attack sets the entire plot into motion. When Yuru tries to reach Asa and flee, he instead finds a body, and the person responsible claims to be his true twin sister, before he is rescued by an outsider named Ryuu Dera Tadera who had frequently visited the village.
