Donquixote Doflamingo from One Piece is a descendant of the Donquixote family but without the status of a world aristocrat. He makes a name for himself as the captain of the pirate gang named after his family and eventually becomes a member of the Seven Warlords of the Sea. At the same time, he becomes the head of a brokerage organization in the underworld whose business includes trading in slaves, weapons of mass destruction, and artificial devil fruit. With his gang, he conquers the land of Dressrosa, which lies in the New World, and of which he becomes king. After his defeat by Luffy, two years after the Battle of Marineford, Doflamingo is brought to Impel Down. Doflamingo is a character who has a very specific view of the world and its future. His ideas on the future were colored by his cynical and narcissistic view of the world, so his idea of the New Age was something relatively frightening. He, of course, saw himself in this New Age; that goes without saying, as he had a very high opinion of himself.

But the Celestial Dragons in heaven would not take back anyone from the line of traitors. There was no escape from this hell. And that’s when I swore that I would destroy everything they hold dear about the world they control! The lives you’ve led cannot compare to what I’ve been through! I don’t have time to waste with you miserable brats!”
This monologue tells much about Doflamingo, his past, and his personality. It was actually a brief retelling of his history and what he did. And while this quote might imply that Doflamingo killed his brother with a heavy heart (and he did kill him), it was simply a dramatic overstatement as Doflamingo felt nothing towards his brother and killed him without any regret whatsoever.
