In the fictional world created by Masashi Kishimoto – the world of Naruto – each of the five hidden villages is guarded by a leader known as a Kage. The Kage are usually the most powerful fighters in each of the villages and the title is passed over to the next best fighter after some time. Combined, the Five Kage generally present an extremely powerful force that cannot be defeated, although there were instances when they were defeated. So who are the strongest Kage and who are the weakest ones?
Each of the Kage is specific and has some unique powers that distinguish them from the other Kage, whether they’re from their own or some of the other villages. Since the Kage are so special, here is a list of the 10 strongest and 10 weakest Kage in the Naruto franchise. Enjoy!
The Kage – an overview
The Kage is the title of the leader of each of the hidden villages from the Five Great Shinobi Countries. They are collectively known as the Five Kage. A Kage oversees the activities of his village and is in control of a village’s everyday life, in charge of all the decisions. A Kage is generally the strongest ninja of a village and the Five Kage are considered to be the top fighters on the continent. The title was created by Hashirama Senju soon after the foundation of the village of Konohagakure, making him the first Kage in history; soon after this, other villages on the continent copies his model, praising the innovation it brought.
The Five Kage are – in each of the villages – named after an element, with their titles being:

10 Weakest Kage
The 10 weakest Kage are ordered from weakest to least weak, meaning that the Fourth Kazekage is the weakest among them and the First Kazekage the least weak among the weak ones:
1. Rasa (Fourth Kazekage)
Despite being extremely skilled, Rasa was quite a reckless character that showed no emotions and was unfit for a leader. Due to the fact that he recklessly endangered those around him, we have decided to place him on the bottom of our list, as the weakest among the Kage.
2. A (Second Raikage)
This guy wasn’t all that bad, in fact, he wasn’t bad at all, but he was completely unremarkable in any was. He tried so much to retain the status quo that his predecessor had established that he went down in history as having done nothing remarkable himself. His motivations weren’t bad – namely, the First Raikage was his friend – as he wanted to respect his predecessor’s legacy.
3. Byakuren (First Mizukage)
Aside from being one of the worst Kage, Byakuren is by most standards also the ugliest Kage ever. He was a good leader as far as his own village is concerned, but he was extremely mistrusting towards other shinobi and his isolationist policies led him to be positioned so low on the list.
4. A (First Raikage)
And while the First Raikage was far from being a bad leader, his reluctance to rely on his strength to improve the position of his village is what earned him such a low place on our list. He was pragmatic and intelligent, but his reliance on diplomacy rather than his skills has made him one of the less impressive Kage on our list.
5. Third Mizukage
The Third Mizukage is as enigmatic as he was weak in the sense that he is so low on our list. And while he did manage to pull his village back together after the violent reign of the Second Mizukage, the Third Mizukage was even more isolationist than Byakuren and this led to his village being even more isolated during his tenure.
6. Shamon (Second Kazekage)
Despite seeming very powerful, the Second Kazekage wasn’t all that of a powerful fighter, although he has left a very remarkable legacy behind him. He is notable for researching and improving the tailed beasts techniques and his biggest feat is exactly that.
7. Ishikawa (First Tsuchikage)
Ishikawa was also one of those Kage that wasn’t half bad, but his tenure as Tsuchikage was quite unremarkable, save for the fact that he was the First Tsuchikage and his village’s founder. History remembers him for his overuse of rock-themed jokes and puns.
8. Mei Terumi (Fifth Mizukage)
Mei Terumi had much to do when she became the Fifth Hokage, as she had to undo all the brutal and ruthless policies of her predecessors. And while she was a powerful shinobi in her own right and she did a great job with her village, the fact that she had to focus on correcting past mistakes rather than work on her own policies positioned her so low on the list.
9. Hiruzen (Third Hokage)
Hiruzen was the Hokage when Naruto was a child and the future Hokage admired the old man. He was powerful, he was experienced and he was wise, but he was also too stubborn, and his poor judgment regarding his not stepping down from the position of Hokage when it was time for him to do so eventually cost him his life.
10. Reto (First Kazekage)
Reto was an exceptionally powerful Kage, but he was also extremely stubborn and very demanding. This led to him being a very bad leader and his behavior eventually led to his assassination, which is why we close off our list of the weakest Kage with him.
10 Strongest Kage
The 10 strongest Kage are listed from weakest to strongest, starting with the Third Kazekage and finishing with the First Hokage.
10. Third Kazekage
Finally, a Kazekage worth of being called a Kage. The unnamed Third Kazekage was an exceptional fighter and a true leader at that. On top of it all, he was able to impress the divisive sand people, which is a feat in itself and something worthy of the top ten strongest Kage list.
9. Tsunade (Fifth Hokage)
Albeit reluctantly accepting the position of the Fifth Hokage and not seeming like a very reliable and powerful fighter, Tsunade was actually a brilliant master and a badass character in general, so much that she definitely deserves to be inside the top ten strongest Kage.
8. A (Third Raikage)
This guy was not only the most renowned among the Raikage, but he was also the strongest Raikage ever and one of the best ninja ever. The Thir Raikage was exceptionally strong and he has an immense powerset which enabled him to be a great leader. Still, he was beloved by the villagers and he taught his son everything he knew, which is why his legacy was destined to be continued.
7. Yagura (Fourth Mizukage)
Yagura was one of the most powerful shinobi ever and his powers are truly amazing. He has managed to defeat a lot of other shinobi and were it not for his horrible personality and his despotic reign, he would have gone down in history as one of the best shinobi ever. Sadly, he is remembered for being one of the cruelest Kage in history.
6. Tobirama (Second Hokage)
Known for his water-based techniques, Tobirama was the brother of the First Hokage and he did everything he could to keep the stability his brother had established. Tobirama was an exceptionally powerful shinobi and he deserves to be so high on our list for a very good reason.
5. Gengetsu (Second Mizukage)
Although Gengetsu was a very powerful shinobi, his irrational feud with Mū is what ultimately cost both of them their lives. He had enormous powers and he had a difficult job in maintaining order in his village, which he succeeded for the most part, had it not been for the fatal feud.
4. Mū (Second Tsuchikage)
Mū is rightfully described as being one of the most powerful shinobi in the franchise. He seemed calm, but he was able to wipe out almost any opponent in mere seconds. Had it not been for a feud that resulted in his death after an epic battle, the Second Tsuchikage would still hold his position.
3. Minato (Fourth Hokage)
Naruto’s father is remembered as one of the best and most beloved Hokage in history. He was a powerful shinobi known for his speed and his skills, but he was also very loyal and devoted to his village. Minato gave his life for the protection of his village and his noble qualities transferred to his son, Naruto.
2. Naruto (Seventh Hokage)
It’s absolutely clear why Naruto Uzumaki, the protagonist of the show, is so high on our list. From a wannabe shinobi to one of the most powerful warriors in history, Naruto’s journey to the title of the Seventh Hokage was a majestic one and he deserves to be called one of the strongest without any dilemma.
1. Hashirama (First Hokage)
Hashirama is undoubtedly the strongest Kage that ever was. This guy was an amazing shinobi, an unmatched warrior in both power and skill, but he was also an excellent diplomat that managed to convince the warring clans to create their villages and consolidate their powers. He was likewise humble and did not even want to be Hokage, but was chosen by the people to lead them. When it comes to him, he absolutely deserves the number one spot on our list.
