In the fictional world created by Masashi Kishimoto – the world of Naruto – each of the five hidden villages is guarded by a leader known as a Kage. The Kage are usually the most powerful fighters in each of the villages and the title is passed over to the next best fighter after some time. Combined, the Five Kage generally present an extremely powerful force that cannot be defeated, although there were instances when they were defeated.
Each of the Kage is specific and has some unique powers that distinguish them from the other Kage, whether they’re from their own or some of the other villages. Since the Kage are so special, we have decided to dedicate today’s article to them in the manner of introducing you to the 10 strongest and 10 weakest Kage in the Naruto franchise. Enjoy!
The Kage – an overview
The Kage is the title of the leader of each of the hidden villages from the Five Great Shinobi Countries. They are collectively known as the Five Kage. A Kage oversees the activities of his village and is in control of a village’s everyday life, in charge of all the decisions. A Kage is generally the strongest ninja of a village and the Five Kage are considered to be the top fighters on the continent. The title was created by Hashirama Senju soon after the foundation of the village of Konohagakure, making him the first Kage in history; soon after this, other villages on the continent copies his model, praising the innovation it brought.
The Five Kage are – in each of the villages – named after an element, with their titles being:
As for the numbers, as of today, there have been: seven Hokage, five Kazekage, six Mizukage, five Raikage, and four Tsuchikage.
10 Weakest Kage
The 10 weakest Kage are ordered from weakest to least weak, meaning that the Fourth Kazekage is the weakest among them and the First Kazekage the least weak among the weak ones:
1. Rasa (Fourth Kazekage)
As the daimyō of the Land of the Winds began to cut Sunagakure’s budget and instead sought out cheaper Konohagakure services, Rasa saw his own village threatened with extinction. To prevent this from happening, he decided to focus on improving the quality of the ninja in the village. As such, he ordered Chiyo to seal Shukaku into his youngest son, Gaara, so that he could become Suna’s ultimate weapon. As a result, his wife Karura died from childbirth, while Gaara was born prematurely, despite Rasa’s desperation to save her life. He then taught Gaara Ninjutsu, but hired Yashamaru to be Gaara’s keeper and banished him from his older siblings Temari and Kankurō. However, as Gaara grew older and his abilities began to manifest, Rasa realized that this had been a bad choice and viewed Gaara as a failed experiment that threatened the people of Suna as Gaara was unstable to inadvertently attack the people. citizens.

The anime extends to his ruthless nature as a leader, where he sent Pakura to his death to improve the village. He loved his wife and children very much, but he was equally divided between his duties as village director and that of a father. This conflict was seen when Gaara was declared a failure by the council.
He was visibly disappointed and finally decided to give his son one last chance before deciding whether or not to eliminate him. To that end, he was willing to tell a long and perhaps heartbreaking lie to see his son’s determination. Seeing the failure, he decided to protect his son’s village. Given his potential willingness to sacrifice and later ally with Orochimaru for Sunagakure and the common good, Rasa is proven to have a strong utilitarian mentality. He also used to “value” things that might be an allusion to the fact that he was using gold dust. 2. A (Second Raikage)
Before becoming the Second Raikage, he served a long term as the Guardian of the First Raikage. During the First Shinobi World War, he accompanied him to the first Five Kage Summit during his service. There he stood behind the first and watched intently the process unfold. In the end, his long service and commitment earned him the nomination of second Raikage.
During his tenure, Kumogakure entered into a formal alliance with Konohagakure. However, during the ceremony, he and the Second Hokage were ambushed by the Gold and Silver Brothers who were attempting to carry out a coup. It’s unclear what happened to A, but the Hokage was said to have barely escaped with his life. Overall, A’s actions helped Kumogakure’ a lot in the way of achieving peace.
After Kaguya Ōtsutsuki was sealed by Naruto Uzumaki and Sasuke Uchiha, he and the other late Kage were summoned by Hagoromo Ōtsutsuki from the Pure Land to help him and the Hokage summons Team 7, the tail animals and Madara Uchiha of Kaguya’s dimensional aid. 3. Byakuren (First Mizukage)
During the Warring States period, after the establishment of Kirigakure, Byakuren worked tirelessly to make the village one of the five great Shinobi countries. However, his governance was characterized by limited interaction with other villages. At the first meeting of the Five Kage in during the First Shinobi World War, Byakuren was accompanied by a Shinobi from his village who would later become the Third Mizukage.
He sat down next to the others and told Hashirama Senju that if he acted humbly to bow to them – his peers – he would suspect an underlying motive for bringing them together in this way. Then he expressed his indignation when the first kazekage demanded, instead of receiving a tail animal – as the sand priests of Sunagakure had already sealed one – they demanded 30% of all other nations they would pay for be too high a demand.
When fighting broke out and Hashirama asked them to save the future of their children and unite, he carefully watched the debates.
After Kaguya Ōtsutsuki was sealed by Naruto Uzumaki and Sasuke Uchiha, he and the other late Kage were called by Hagoromo Ōtsutsuki from the Pure Land to help him and the Hokage Team 7, the Tailed Beasts and Madara Uchiha of Dimension Kaguya. For the outfit he wore a simple, loose, bright kimono over dark pants. His right eye is black and his left eye is pure white. Aside from being one of the worst Kage, Byakuren is by most standards also the ugliest Kage ever. He was a good leader as far as his own village is concerned, but he was extremely mistrusting towards other shinobi and his isolationist policies led him to be positioned so low on the list.
4. A (First Raikage)
During his leadership in Kumogakure’s early days after the Warring States period, A presumably sent the Gold and Silver Brothers to conquer the Nine Tails, a task which ultimately failed. He also gave land in the Valley of Clouds and Lightning to the Yotsuki clan in exchange for their loyalty. And while the First Raikage was far from being a bad leader, his reluctance to rely on his strength to improve the position of his village is what earned him such a low place on our list. He was pragmatic and intelligent, but his reliance on diplomacy rather than his skills has made him one of the less impressive Kage on our list.
5. Third Mizukage
He accompanied the first Mizukage to the very first Five Kage summit in Konohagakure during the First Shinobi World War. There he stood behind the first and diligently watched the proceedings.
After Kaguya Ōtsutsuki was sealed by Naruto Uzumaki and Sasuke Uchiha, he and the other late Kage were called from the Pure Land by Hagoromo Ōtsutsuki to bring him and the Hokage Team 7, the Beasts. Tail and Madara Uchiha the size of Kaguya to help. Later his soul and that of the other Kage were sent back to the Pure Land.
He was a tall man with black sclera, no visible pupils, and long black hair that fell on his back with pearlescent objects surrounding his head. And while he did manage to pull his village back together after the violent reign of the Second Mizukage, the Third Mizukage was even more isolationist than Byakuren and this led to his village being even more isolated during his tenure.
6. Shamon (Second Kazekage)
During the First Shinobi World War, Shamon accompanied the first Kazekage to the first Summit of the Five Kage. There, he listened to the other Allied villages during the meeting and later, as well as Hashirama Senju’s call for cooperation between the Five Hidden Villages. After Reto’s murder, Shamon succeeds him and becomes Kazekage. During his reign, he focused all of his efforts on strengthening Suna’s military power by using dolls as a substitute for the shinobi. Taking advantage of the surrounding desert terrain and developing new ninjutsu in the village, Shamon developed a way for the shinobi to fight with multiple partners. Shamon also explored the Tailed Beasts with the intention of controlling Shukaku. Due to its military expansion, Sunagakure made revolutionary progress. Shamon was later killed by assassins, a fate many believed to be the result of the Kazekage’s cursed bloodline.
After Kaguya Ōtsutsuki was sealed by Naruto Uzumaki and Sasuke Uchiha, he and the other late Kage were called by Hagoromo Ōtsutsuki from the Pure Land to help him and the Hokage summons Team 7, the tail animals and Madara Uchiha from Kaguya’s dimensional aid. Aside from the fact that he used dolls during combat, very little is known about his skills with them and what other skills he possessed. However, the fact that he was named the Second Kazekage shows that he was undoubtedly a powerful shinobi.
Even before he became a Kage, he was probably skilled enough to escort the first to the top of the Kage. Shamon was apparently a very skilled and tactical shinobi as he was the first Sunagakure shinobi to seek out the jinchuriki. Shamon was an apparently bald man, although there were strands of brown hair on the back of his head. Its most distinctive feature was an intricate green dragon-shaped tattoo that was tattooed around the upper head and the right eye of which was covered by a black claw. Despite seeming very powerful, the Second Kazekage wasn’t all that of a powerful fighter, although he has left a very remarkable legacy behind him. He is notable for researching and improving the tailed beasts techniques and his biggest feat is exactly that.
7. Ishikawa (First Tsuchikage)
At the first meeting of the five Kage during the First Shinobi World War, Ishikawa, accompanied by Mū, sat next to the others, where he found that he had come in good faith to approve the five Kage but would not sign an agreement so easily. True to his words, he expressed his indignation when the first Kazekage demanded that instead of receiving a tail animal as the sand priests had already sealed one, they charge 30% of what they would pay for one Konoha tail animal.
When fighting broke out and Hashirama Senju asked them to save the future of their children and unite, he watched carefully. In the anime, Ishikawa had a collection of sacred scrolls with secret techniques from his insect-taming art that he once even hid from his own clan.
At one point during his tenure, Ishikawa hired his grandson Ōnoki to clean up the stone monument in their village under his direct supervision. During the exercise, he explained that the stone symbolized the hard and unwavering will of the Iwagakure shinobi – something he considered “essential”. Although he referred to Ōnoki as such a willpower, he warned that giving up would lead to a life filled only with excuses and hatred.
After Kaguya Ōtsutsuki was sealed by Naruto Uzumaki and Sasuke Uchiha, Ishikawa and the other late Kage were called from the Pure Land by Hagoromo Ōtsutsuki to help him and the Hokage Summoning Team 7, the Tailed Beasts and Madara Uchiha of Dimension Kaguya. After congratulating Naruto and the rest of Team 7, Hagoromo mentioned how bad the shinobi world had gone through before his soul and the souls of other Kage were sent back to the Pure Land.
With time, Ishikawa had developed a spiky mustache and a long beard, both of which had alternating dark highlights in his gray hair. He also tended to blink or just open one of his eyes when necessary. He wore the traditional Kage outfit – consisting of the usual hat and cape – over a full-length, dark, loose-fitting dress tied around the waist with a lighter belt. When he first met the Five Kage, he wore a dark kimono with pale embellishments with his long hair hanging loosely around his face.
Although his skills as a founding Tsuchikage are largely unknown, Ishikawa was undoubtedly a powerful shinobi. He could use Earth Release to make his body light enough to fly. In the anime, it was mentioned that he used insect ninjutsu as part of his fighting style. Ishikawa appeared to be a composed individual, with wisdom and experience worthy of his age.
By his own admission, he could see the value of a stone and a person’s will by just looking at them. Ishikawa was also known for his love of word games, which is why he tended to refer to stones and their properties when speaking, which was well demonstrated in his advice to Ōnoki to discover his strong innate willpower. However, that tendency would make his own grandson hate the use of puns.
Many years after his reign, Ishikawa’s family produced two more Tsuchikage, with his grandson Ōnoki becoming the third and his great-great-granddaughter Kurotsuchi becoming the fourth. In the anime, some time after his death, Ishikawa’s clan fell out of favor and led some of his direct descendants to try to find his secret scroll of forbidden techniques in hopes of restoring their former glory.
Ishikawa was also one of those Kage that wasn’t half bad, but his tenure as Tsuchikage was quite unremarkable, save for the fact that he was the First Tsuchikage and his village’s founder. History remembers him for his overuse of rock-themed jokes and puns.
8. Mei Terumi (Fifth Mizukage)
As a young girl around the age of nine, Mei had to endure Kirigakure’s brutal academy graduation ritual. Living through the dark days of the Village of the Bloody Mist, she had fought drenched in the blood of others and her own for the sake of the village. After taking office as Mizukage, Mei came across challenges while struggling to undo the negative inheritance left by the Fourth Mizukage and the village’s own history.
In the anime, during the aftermath of Yagura’s passing, Mei received a letter from the Fifth Kazekage and Hokage, asking if Kirigakure would participate in the upcoming Chūnin Exams that their villages were hosting. After listening to her aids, Mei informed the Hokage that her village wouldn’t be joining.
Mei is generally a kind and cheerful person, speaking well of others and attempting to avoid conflict. Mei proved to be more open-minded than the other Kage, as she had shown respect and was willing to listen to Gaara, at one point even defending him from the Tsuchikage’s disrespectful behavior, and later showing admiration for Gaara after seeing how pure-hearted he was.
Mei also can be very flirtatious, as she remarked to Sasuke Uchiha that he was good-looking, and expressed regret that she must kill someone so handsome, but would give him a kiss before that. She is also shown to be quite respectful to others despite her status as a Kage. Mei seems to be somewhat sensitive when it comes to her love life, as shown when she misheard Ao say that she was “past marriageable age”, and threatened to kill him for such an “insult”.
This seems to be a running gag, as she has made similar mistakes on multiple occasions. She also has a low tolerance towards insults about her age and appearance, as she was instantly angered when Karin called her an “old hag”, and beat up Ao while Fū Yamanaka possessed his body and insulted her. Despite this, she is also very sharp-witted as she pretended to be able to undo Ao’s barrier technique protecting his Byakugan to fool Fū into exposing himself possessing Ao’s body.
Mei is a powerful kunoichi whose abilities earned her the title of Fifth Mizukage. She is calm, observant, and perceptive and can pick up on slight discrepancies in another person’s personality, as seen when she detected the difference in Ao’s behavior when Fū Yamanaka inhabited his body. Her power was enough to force Sasuke Uchiha into a corner and injure him despite his usage of Susanoo.
She has also shown some skill in taijutsu, being able to intercept Black Zetsu from attacking the daimyō with a single kick during the Fourth Shinobi World War. Mei is proficient in the nature transformations of Water, Fire, Earth, and Lightning Release. With Water Release, she can create a large torrent that can extinguish a powerful Fire Release technique used by Madara Uchiha, and quickly use the same water to form a giant dragon.
Mei can also use the Hiding in Mist Technique to obscure the movements of herself and her allies. Two years after the Fourth Shinobi World War, her mastery of Water Release enabled her to successfully protect her village from the massive meteorites that had broken off from the falling Moon.
Mei also possesses two elemental kekkei genkai, the first of which is Lava Release. By combining the earth and fire natures, she can spit out acidic mud that can melt almost anything in its path. The great amount of steam generated after the fluid strikes can serve as an effective smokescreen, allowing for a follow-up attack while the enemy is distracted.
A significant amount of exposure was enough to partially melt Madara’s Susanoo ribcage. The second kekkei genkai, Boil Release, allows her to simultaneously use water and fire natures to release a corrosive mist that can melt almost anything it touches. It even managed to burn through Sasuke’s Susanoo ribcage. She also has the ability to alter the potency and acidity of the mist created by her Boil Release techniques and is apparently not affected by the mist herself.
Mei Terumi had much to do when she became the Fifth Hokage, as she had to undo all the brutal and ruthless policies of her predecessors. And while she was a powerful shinobi in her own right and she did a great job with her village, the fact that she had to focus on correcting past mistakes rather than work on her own policies positioned her so low on the list.
9. Hiruzen (Third Hokage)
Hiruzen is a firm believer in the Will of Fire, which claims that all people of Konoha are one family and that the Hokage is primarily responsible for that family’s well-being. During his tenure, Hiruzen lived up to the Will of Fire by being available to the villagers and shinobi of Konoha during their need, making decisions to improve as many people as possible, and providing his wisdom and guidance whenever he could.
His delicate and thoughtful approach not only to problems within the village but also to his interactions with foreign powers has given Hiruzen a reputation for being gentle, which the Konoha Council spends much of its time correcting. Even so, Hiruzen’s kind and pacifist manner is widely appreciated by the people of Konoha and even by his rival Kage, and for these reasons his eventual death will be regretted by many.
Hiruzen wasn’t entirely known for his meekness, however, as he allowed Danzo to form his own Anbu faction to deal with the dark side of Konoha’s actions. Although he loved all of Konoha, Hiruzen took special care of his students, believing that they were the future of the village and as such should be cultivated and protected. He preferred Orochimaru and saw in him a miracle like him, whose contributions to the village might one day be more important than his.
Even as Orochimaru went astray and eventually left Konoha, Hiruzen could never let go of his attachments to Orochimaru and instead accused himself of not being a better teacher. When he is reborn, he reflects on his life and also finds it imperfect: He feels responsible for bringing Danzo into the darkness of the village because he believes that Danzo would not have turned out so bad if he had been ready sooner difficult decisions to make.
He believes some of the problems in the village – and even in the world – could have been avoided if he had driven with a firmer hand. Hiruzen’s own son Asuma questioned Hiruzen’s philosophy as a teenager, but ultimately sees the merits of cherishing future generations after Hiruzen’s death. Despite his reputation and responsibility, Hiruzen is somewhat indecent: he and Jiraiya are bound by their shared desire to spy on naked women.
He falls victim to Naruto’s sexy technique more than once and suspects that he would also be defeated by the harem technique; speaking to young girls was her favorite “hobby”. Gengetsu also had a strong sense of honor, as revealed when he immediately berated Mū for considering shinobi to use devious tactics after the end of the Fourth Shinobi World War. Gengetsu also seems to have a short temper at times. In the anime, he showed great sensitivity to his facial hair, seen from his initial threat to kill Shinobi, who mentioned how thin he was while leaving the past behind after apologizing for it.
However, once raised, the death threats only started again. His anger was more evident with regard to Mū and their enmity, which he apparently valued more than even his own life, which is aptly shown in the manner of his demise and his failure to determine the nature of his reincarnation simply because he was murdered by Mū was litigated. Part of this hostility seems to be due to Gengetsu’s aversion to Mū’s selfishness and cunning, as he saw when he criticized him for telling Ōnoki to be sure he would benefit from the breakup of the allied shinobi forces.
Gengetsu was also very fond of Gaara and called him a “golden egg” among the current five Kage. He even refused to help him further manage his Steaming Danger Tyranny clones so that he could prove his worth. . As the Second Mizukage, Gengetsu was undoubtedly an immensely powerful shinobi, who was the strongest shinobi in the village in his day. His power was so great that he could kill the Second Tsuchikage – but at the cost of his own life. Even when he briefed much of the Fourth Division on how to defeat him and tried to hold back, no one could overcome his techniques, so he could easily defeat a significant number of them.
He was also good at taijutsu and could send off a group of shinobi with a single kick. It was also strong enough to outrun Gaara’s sand after crumbling the sealant mark. Gengetsu also had an unspecified Genkai Kekkei. Gengetsu ruled water, fire, lightning and the liberation of the earth as well as the liberation of Yin and Yang.
As a member of the Hōzuki clan, his most important element was the release of water, which he could use to turn his body into a liquid state and then return it to a solid form at will. He could also use his index fingers to fire water projectiles powerful enough to easily pierce a sand clone. Gengetsu was also able to use the substance in his body to perform a very powerful technique that he uses to create a chibi-like clone of himself made of water surrounded by a thin outer layer of oil. As the clone moves, the oil heats up, causing the water inside to evaporate and the clone to expand until the vapor pressure built up inside causes the clone to violently explode.
The water vapor is then blown high into the air, where it cools down and creates hail, which in turn cools and reforms the clone so the process can start over. It is known as Gengetsus Infinite Explosion Ninjutsu, for the simple reason that unless the clone is somehow immobilized and kept cool at the same time, it’s an endless process and series of explosions.
Gengetsu was able to summon a giant clam to aid him in battle. He identified himself as a user of Yin Release Genjutsu and demonstrated its use in conjunction with the haze its clam can give off after opening its shell, which Gengetsu could use to create mirages that would effectively hide its actual location. The illusions are so realistic and confusing that many shinobi couldn’t figure it out despite explaining it to them. The only way to end the mirage is to destroy the real clam.
Although Gengetsu was a very powerful shinobi, his irrational feud with Mū is what ultimately cost both of them their lives. He had enormous powers and he had a difficult job in maintaining order in his village, which he succeeded for the most part, had it not been for the fatal feud.
4. Mū (Second Tsuchikage)
During the First Shinobi World War, Mū accompanied the first Tsuchikage to the very first Five Kage Summit. There he stood behind the first and diligently watched the proceedings. During his lifetime, Mū Ōnoki was taught how to deal with dust release. Some time after the meeting, he and Ōnoki met Madara Uchiha after an alliance was formed between their respective villages. Despite her position, Madara boldly declared that Konohagakure would remain the dominant power and, as such, they should obey any orders given.
This resulted in both sides being embroiled in a battle in which Mū and Ōnoki were defeated. During Mus’s time as the Second Tsuchikage, Iwagakure began actively trying to acquire other tail animals that already owned all four tails and five tails. He also had great enmity with Gengetsu Hōzuki, and the two Kage ultimately killed each other in what was to be their final showdown.
Mū was an extremely calm and collected person who showed no signs that he was disturbing his sudden reincarnation. He’s always polite too, taking time to recount the other events during their forced evocation to the other Kage, and referring to the one he killed and who was killed with an honorary title, apparently with no ill will towards him to show. In the anime, Mū was angrier at the second mizukage, even grabbing him by the collar of his coat and threatening to kill him.

Before becoming Tsuchikage, he was chosen to be his predecessor’s bodyguard. Mū was an experienced sensor-type shinobi who had demonstrated the ability to sense the chakra over a distance of several kilometers. He was also able to see the similarity between chakra signatures of close relatives and differentiate the chakra from different populations.
In addition, when these perceptual skills were used in conjunction with his quick reflexes, he could avoid techniques that even other kages, even on his blind side, found difficult to avoid. Mū was able to split into two doubloons to avoid a fatal blow, but at the cost of halving his strength. He was also physically strong enough to lift giant stones from his body, even with only half his strength. It was impossible to tell by normal means.
During his lifetime, Mū was seen with a pair of swords, which means that he was also good at kenjutsu. Mū was one of the few shinobi in history who could perform the five transformations of elemental nature. He is also one of the few who can use a Kekkei Tōta, an advanced and extremely powerful form of the Kekkei Genkai.

His dust-releasing ability even forced the leaders of the allied shinobi forces to call on Ōnoki as the only way to stop him. Mū himself said that numbers didn’t matter just because of the nature of his techniques, although at the time he was facing almost all of the fourth division. While Mū was in his division state, he was unable to apply the techniques.
Mū is rightfully described as being one of the most powerful shinobi in the franchise. He seemed calm, but he was able to wipe out almost any opponent in mere seconds. Had it not been for a feud that resulted in his death after an epic battle, the Second Tsuchikage would still hold his position.
3. Minato (Fourth Hokage)
Despite his physical resemblance to Naruto, Minato was a very humble and collected man. Very insightful, it was found that he did nothing for no reason. He was aware of and sometimes profited from the terror his reputation created in rival villages, but even then he remained respectful of his opponents. Minato also didn’t want to interfere in the personal affairs of others unless he saw it necessary and wasn’t the type to hold a grudge.
He only felt sorry for Obito, despite his role in his own death and that of Kushina. If anything, Minato blames his death for several reasons; He could not save Obito from the spell that had corrupted him, Konoha from the hardships that arose after his departure, and even his own son Naruto from the painful and difficult life he had experienced as a Jinchuriki orphan. Naruto is not without his father’s personality traits: both have invincible spirits and fierce ambitions that drive them through all of their life choices. Both have unwavering loyalty to Konoha and their loved ones – friends and family – and that devotion inspires everyone around them.
Like Naruto, Minato tended to develop questionable techniques, although in Minato’s case these were complicated names he came up with rather than the actual technique. This was seen calling the “Scorch Release: Halo Hurricane Jet Black Arrow Style Zero”, although he later admitted it didn’t sound very good. After Minato became a Hokage, he became prouder of himself and referred to himself as “ore”. This did not make him arrogant, however, as he always addressed others with the proper honors.
Minato was one of the most powerful shinobi in history, considered by many as unmatched by anyone else. During the Third Shinobi World War, flee-on-sight orders were given to enemy shinobi should they encounter him. In the anime, he was able to single-handedly wipe out an army of one thousand Iwagakure shinobi – a feat that forced Ōnoki to accept a peace treaty.
During the Nine-Tails’ attack on Konoha, it was only through Minato’s actions that Tobi and the fox were defeated and the village was saved from destruction. Over a decade later, with the looming threat of Orochimaru approaching, Minato was believed to be the only one who could have stopped the Sannin, making his death deeply regretted. Minato’s fighting style revolved mainly around suddenly appearing and just as quickly taking down enemies, often excluded traditional time-consuming methods such as hand seals.
Minato was taught by Jiraiya how to summon toads, and was one of the few people to earn the respect and full cooperation of Gamabunta. He had skill with barrier ninjutsu. Minato was also an adept sensor, able to detect chakra signatures from great distances. For closer targets, he could detect everyone within an area by placing his finger on the ground. Minato was also proficient in the nature transformations of Fire, Wind, Lightning, along with Yin and Yang Release.
After observing the nature of the Tailed Beast Ball, Minato spent three years developing one of his signature techniques, the Rasengan – the highest level of shape transformation. It gives him an edge in combat due to requiring no hand seals to create and being self-sustaining. While it demands very precise chakra control to use, Minato’s mastery allowed him to form it with either hand instantly and vary its size from standard to Big Ball Rasengan-sized, and when using Tailed Beast Mode along side Naruto who is also using Tailed Beast Mode. Together, they can make a Rasengan as large as Tailed Beast Mode.
Minato’s other signature ability was the Flying Thunder God Technique, which he gained greater mastery and versatility than its creator, the Second Hokage. His exploits with this technique gained him the moniker “Konoha’s Yellow Flash”. Using the technique, he could instantly move to the location of anything marked with his special seal, whether a tool, place, or person that was branded. Minato could bring others with him, though he needed to provide the chakra for their transport. He did not need to accompany targets he teleported, giving him a defensive option to teleport incoming projectiles away.
He also had skill in teaching others Space-Time Ninjutsu, having taught the Hokage Guard Platoon the Flying Thunder Formation Technique. Minato had his own special brand of kunai for combat; triple-prong kunai for better offensive potential. He would throw them at opponents or wield them as melee tools, even in his mouth. Their main use came from the Flying Thunder God seals they were marked with, allowing him to teleport to wherever one of the kunai was thrown. He carried a large number of kunai in the field that he would scatter across a wide area so that he could move around with more options.
Although his normal tactics with kunai did not require precision, Minato nevertheless had an excellent aim and could coordinate his throws’ timing and placement to allow him to perform complex maneuvers. Minato learned several fūinjutsu from Jiraiya and Kushina. The most notable of these was the Eight Trigrams Sealing Style he used to seal the Nine-Tails ‘Yang-half into Naruto, which would allow small amounts of the Nine-Tails’ chakra to naturally mix with Naruto’s own.
Knowing the seal would slowly weaken over time, Minato created a key that could accelerate or reverse this process. As an extra precaution, he mixed Kushina’s and his own chakra into the seal so that, when certain conditions were met, they could help Naruto with his control of the Nine-Tails’ power, as well as allow them to see their son after they were dead. Minato could also perform the Dead Demon Consuming Seal, which he had enough familiarity with to know it couldn’t be used to seal all of the Nine-Tails’ chakra. With the Contract Seal, he could remove an opponent’s control over any creatures they summoned.
He also knew how to immediately transfer a tailed beast from one jinchūriki to another. Minato was hailed as the fastest shinobi of his time. While this recognition was due in part to his space – time ninjutsu, Minato’s natural speed and prowess with the Body Flicker Technique were immense: he could easily outstrip three other Kage-level ninja and engage an enemy or retrieve an ally before anyone realized what he what doing; he could cover a considerable distance in a short amount of time and perform a technique before an opponent could finish theirs. In the anime, he appears before sensors could detect his approach and instantly defeat three shinobi with minimal effort.
Naruto’s father is remembered as one of the best and most beloved Hokage in history. He was a powerful shinobi known for his speed and his skills, but he was also very loyal and devoted to his village. Minato gave his life for the protection of his village and his noble qualities transferred to his son, Naruto.
2. Naruto (Seventh Hokage)
As the protagonist of the series, Naruto appears in each season and usually plays a prominent role in each of them. During the first part, Naruto accompanies the rest of Team 7 as they carry out their initial missions. Over time, the character improves his ninja skills and pursues his own goals. Later, following an invasion into the Hidden Village of Konoha by two rogue ninjas, Itachi Uchiha and Kisame Hoshigaki, Naruto discovers Akatsuki, a criminal organization trying to extract the Kyūbi from his body.

When Naruto finds out about the war and that all his companions are fighting, the young man and Killerbee decide to join them. During the war, Naruto, Kakashi, Gai and Bee discover that Tobi was actually Obito Uchiha, a former partner of the second but who was believed dead after the Third Ninja War. After a high power battle in which Obito would obtain the power of the Ten Tails and end the life of Neji Hyuga, he would be able to redeem Obito, who joins the offensive of the Shinobi Alliance against a new enemy: Madara Uchiha, rival of the First Hokage and co-founder of the Leaf Village, for which Naruto receives the help of the first Sage of the Six Paths, Hagoromo Otsustsuki and Sasuke.

1. Hashirama (First Hokage)
Hashirama was an excited man with a boisterous personality. He loved meeting new people, organizing friendship competitions, and playing the game. Persistently and often impulsively, it was up to others – like his brother Tobirama – to be more responsible or realistic about the things Hashirama was with. If Hashirama descends in this way, or just receives information that is bothering him, he can make an almost instant U-turn, from laughing to pouting. These moping spells were usually brief and he quickly returned to his usual exciting nature.
Subsequent generations who met him tended to notice that neither extreme of his personality was very appropriate for a man named “shinobi god”. Despite the first impression he can give, Hashirama could mean business when it came to matters that were important to him. For years he was against the practice of sending children to war and dreamed of a shinobi system in which a child could be with other people his age without ever having to “grow up” prematurely on the battlefield. To this end, he has devoted himself very much to Konoha since its inception, as it was the fulfillment of his peaceful childhood dream.
He wanted the rest of the village to value what Konoha stood for as much as he did, and encouraged them to see each villager as part of a large family who should always look after one another. As a Hokage, his job was to protect this family at all costs, even if that cost was his life. This philosophy, known as the “Will of Fire,” would become a cornerstone of Konoha’s teachings for decades after his death. The will of fire shows Hashirama’s general optimism towards others; He believed that loyalty to the village would naturally destroy the mentality that shinobi should watch over their clans.
Hashirama lived by this philosophy long before the founding of Konoha and had no qualms about committing suicide if it meant peace between the Uchiha and Senju clans. In fact, his whole goal of gaining more power was to have enough of it to stop the violence. An example of this was that he believed that if the two most powerful clans united during the Warring States era, there would be no other shinobi clan to oppose them and stop selling their services, ending the Warring States era would.
He always saw the best in others, either convinced that they had acted in good faith or that they could be justified by nonviolent means. He was humble not to peek at other village chiefs or to assert his inferiority to those he had never met but whose actions he approved of. If nothing else, Hashirama was kind and put the needs of others before his own: he was even willing to kill himself if that helped create a world in which his friends and family did not have to die unnecessarily.
It was on these points that Tobirama disagreed with Hashirama most, as Tobirama believed that Hashirama should have greater self-esteem and greater distrust of others. Likewise, Hashirama has been most forceful on these points, asserting his views on Tobirama; Although Tobirama didn’t often agree, he knew better than to oppose his brother. When they were able to revive their friendship by making Konoha, Hashirama trusted Madara very much by wishing him to be Hokage. Hashirama is undoubtedly the strongest Kage that ever was.
