Admiral is the second highest rank in the Navy, above the rank of Vice Admiral and below the rank of Fleet Admiral. As part of the Three Great Powers, the three admirals are consequently very powerful characters in the series. Now, the overall structure of the Marine in One Piece is quite intriguing, but the Admirals are certainly its most dangerous members. In total, there have been seven Admirals in history, and in this article, we are going to rank them based on their strengths.

7. Z

His combat abilities are mainly based on his physical characteristics and Haki, displaying a strength capable of withstanding Luffy’s attacks in Gear Second, and able to follow Borsalino’s light-speed movements despite his breathing problems. His strength was so great that he was able to create huge shockwaves and craters just by hitting the ground, even without the help of his Smasher weapon.

6. Kuzan / Aokiji

As Admiral of the Marines, Kuzan had complete authority over all soldiers below him and had the ability to call a Buster Call in any territory he saw fit and to remove any warlord from office. His capabilities are such that Sengoku personally suggested him to the Commander-in-Chief of the Government to become the next admiral of the fleet.

Upon resigning from the Marines, however, he lost all his privileges and influence. Having been an admiral, Kuzan was considered one of the three strongest individual fighters in the Government and the Marines.

He was shown to be capable of combat with notable figures of piracy such as Jozu, commander of the third division of the Whitebeard Pirates, whom he came to defeat by an oversight; Doflamingo, who decided to avoid direct combat with the former admiral; and even Whitebeard himself. Before the timeskip, he was able to easily defeat Luffy and the other Straw Hat Pirates by himself. Apparently, he has a great ability to stealth; him being able to appear in front of Doflamingo without him noticing his presence.

Kuzan consumed the Hie Hie no Mi, a Logia-type Devil Fruit that grants him the ability to transform his body into ice and manipulate it at will. He can create enough ice to cover the body of a giant or sea king across several miles of ocean in a matter of seconds. He was even able to freeze the huge tsunamis caused by Whitebeard. In combat, he uses his powers to immobilize and freeze his enemies and then break their fragile bodies.

When his abilities are released to their fullest, they are able to change the climate of the place, as happened in Punk Hazard. On top of all this, Kuzan is one of the few consumers that can travel efficiently across the sea. In his case, he simply rides his Ao Chari bike to freeze the ocean and form a narrow path of ice. Surprisingly, he seems to have some resistance to seawater and can freeze it even by falling into it, as shown in Marineford.

5. Aramaki / Ryokugyu

As an Admiral of the Navy, Aramaki has complete authority over all soldiers below him and has the ability to summon a Buster Call in any territory he sees fit, as well as remove any Sea Warlord from office. In terms of combat, Ryokugyu, along with the other admirals, constitute the World Government’s “greatest military power” (i.e., the strongest individual combatants the government can put into action), making Ryokugyu one of the world’s most powerful fighters.

Both he and Fujitora were declared by Doflamingo to be “freaks” among the Marines. He was even able to effortlessly take down the Beasts Pirates’ headliners King and Queen, as well as other gang minions. Although the pirates may not have fully recovered from the injuries they sustained during the Udon prison breakout and the Onigashima assault that had occurred days earlier.

Aramaki consumed a Devil Fruit of an unknown type that allows him to generate and control plants from his body at will. The plants he creates can grow quickly and move freely, apparently not being limited by the rigidity that some plants, such as trees, normally possess. Ryokugyu can also perform very unorthodox feats with the plants he spawns, such as growing a giant flower on his back and using it to fly by spinning it rapidly like a propeller. Additionally, Ryokugyu plants can quickly absorb any liquid they touch, including dehydrating living things after passing through them with their plants, leaving their bodies very wrinkled and thin.

He seems to be able to taste the liquid he absorbs, as demonstrated when he impaled a barrel of alcohol on a branch and commented on the taste of it. Ryokugyu has also been shown to leave a trail of grass and flowers in his wake. Being an admiral, he must be able to use Haki, as all Marines with the rank of Vice Admiral and above are capable of using it.

4. Issho / Fujitora

As Admiral of the Marines, Issho has complete authority over all soldiers below him and has the ability to summon a Buster Call in any territory he sees fit, as well as remove any Sea Warlord from office. In accordance with his position, his leadership capacity is superlative, as could be seen during the events that occurred in Dressrosa.

As an admiral, Issho is considered one of the three most powerful individual fighters—four counting the current admiral of the fleet—in the Government and the Marines. His level is such that Sakazuki trusted him to eliminate Monkey D. Luffy and Trafalgar D. Water Law, two pirates of exceptional prestige and level.

According to Doflamingo, he and Ryokugyu are considered two “monsters” in terms of strength. Alongside Sengoku and Tsuru, he was able to defeat Jack, one of Emperor Kaidou’s three most prominent lieutenants. One of the greatest testaments to the admiral’s exceptional level of combat is that he was able to fight Sabo, the Revolutionary Army’s chief of staff and second-in-command, and come out virtually unscathed. He was also able to vastly outmaneuver Luffy towards the end of the Dressrosa arc, though Luffy did not use his more advanced techniques.

In addition to having the abilities of his Devil Fruit that will be detailed below, Issho has excellent physical qualities that allowed him, among other feats, to stop several thrusts from Zoro and defend himself from all of Luffy’s attacks. Also, he has great reflexes and was able to easily parry an unexpected kick from Doflamingo.

Like his fellow admirals, Issho has great hearing, as he was able to hear Nami’s clima-tact beams in the distance; something that Doflamingo could not detect. Issho consumed the Zushi Zushi no Mi, a Paramecia-type Devil Fruit that grants him the ability to manipulate the gravity of a certain location at will by sending gravitational or antigravity forces.

These gravitational forces have such a high range that they allow him to summon meteorites and impact them against enemies, this being one of the most famous uses of it. Dr. Fishbonen mentioned that all Marines of the rank of Vice Admiral or higher could use Haki, so Issho, as a higher rank, can use it. Issho wields both Busoshoku and Kenbunshoku masterfully.

3. Borsalino / Kizaru

There, he defeated five of the eleven and, in the Great War, was able to get away with it after facing notable figures of piracy such as Marco or Whitebeard himself, to whom he caused great problems. Already as vice admiral he stood out in strength, being able to defeat Arlong quickly and effortlessly.

In addition to having the abilities of his Devil Fruit, Borsalino’s physical capabilities are very high and he possesses immense physical strength. In the Great War, he was able to stop Whitebeard’s weapon with one foot, in Sabaody, he was able to hold a sword duel with the late pirate king’s first mate, Silvers Rayleigh, and in One Piece Film: Z, with his former instructor Zephyr.

The highlights of the admiral’s physical abilities are his speed and his extraordinary reflexes—enhanced by the light powers of his Pika Pika no Mi. Both abilities make him a formidable and fearsome foe. In the Great War, he proved to be able to easily intercept Luffy in his gear second form—capable of rivaling rokushiki masters like Blueno and Lucci—and in Sabaody, his speed allowed him to defeat four of the eleven supernovae in a matter of seconds.

His hearing is very acute, being able to hear underwater activity before he started the war against Whitebeard. He also boasts great accuracy, as he was able to destroy Ace’s shackle key with a laser beam from a great distance.

Borsalino consumed the Pika Pika no Mi, a Logia-type Devil Fruit that grants him the ability to transform his body into light and manipulate it at will. With this ability, he is able to move and attack at the speed of light, as well as fire energy blasts from his fingertips or feet with extreme precision.

His power is very destructive and causes large explosions -sometimes unwanted- such as when he destroyed a yarukiman mangrove in Sabaody or when he disintegrated in a matter of seconds the ice sheet created by former admiral Kuzan during his pursuit of Water’s submarine. Law. Dr. Fishbonen mentioned that all Marines of Vice Admiral rank or higher can use Haki, so Borsalino, as a senior, can use at least one of its types.

Sakazuki consumed the Magu Magu no Mi, a Logia-type Devil Fruit that grants him the ability to transform his body into magma and manipulate it at will. Within fire abilities, Sakazuki’s seems to be at a higher level, as demonstrated by burning Ace and overcoming the fire of his Mera Mera. The destructive heat and explosive powers of the magma allow Sakazuki to cause massive damage and even radically change the climate of the place where his abilities are unleashed at their fullest, as happened at Punk Hazard after his duel with Kuzan.

1. Sengoku

As a former Fleet Admiral, Sengoku had absolute power over all actions the Marines do, including calling a Buster Call or giving someone the power to call it. The only ones above him who have greater authority over the Marines are the Marines. Five Elders and Commander-in-Chief Kong. He was referred to as “The Strategist Sengoku the Buddha”, an apt name. Gol D. Roger held him in high regard, as after defeating a group of Marines, Roger commented that he was one of only two Marines worth his time, the other being Garp.

Sengoku ate the Hito Hito no Mi, Model: Daibutsu, a mythological Zoan-type devil fruit, which allows him to turn into a Buddha and become giant, which is the reason for his nickname. Nearby marines claim that he had never seen him use this power before the war. While Marina’s jacket, goggles, and pants are extended with him, it is unclear what happens to the rest of his uniform.

The color of his body (and his uniform) seems to change to a bright golden color that resembles gold. In this form his body takes on a different proportion, his torso and arms being much larger than the rest of his body. This ability gives him superhuman strength, enough to cause the standing execution platform to begin collapsing in a connecting indirection fist.

A single blow from Sengoku was also enough to destroy the execution platform that Ace, Luffy, and Galdino were on even though Luffy’s Gomu Gomu no Gigant Fusen had absorbed the weight of the attack. He can also create powerful shockwave-like explosions from his palms similar to Kuma’s Ursus Shock, which turned out to be strong enough to hurt the mighty Blackbeard Pirates (minus Sanjuan Wolf) all at once.
