Eiichiro Oda’s One Piece series is known for introducing us to a variety of amazing characters. Most of them have been grouped in one way or the other, usually belonging to some organizations rather than smaller groups, or pirate crews. Some of these groups are more famous while others are less famous. Some are stronger, whereas others are weaker. This article is going to be dedicated to those groups and organizations, as we are going to explore the 15 strongest organizations (or groups) in One Piece, ranked from weakest to strongest.

15. Sweet Commanders

Famous Members: Charlotte Katakuri, Charlotte Smmothie, Charlotte Cracker

The Three Sweet Commanders are Big Mom’s executive officers and are the highest authority in the crew and the main fighters in the crew below Big Mom herself. There were originally Four Sweet Commanders, until Snack was defeated by Urouge, leaving his position vacant after his defeat.

The strength of a Sweet Commander is such that the defeat of one of them leads to a moment of crisis for the crew and a fast and furious retaliation from Big Mom, sending her troops, which include powerful and infamous pirates (some of them their own children), to go against the person responsible. Big Mom would also subject the person responsible to a furious storm as a manifestation of her anger.

The Three Sweet Commanders have some of the highest known bounties to date, with Cracker having 860,000,000 Berrys, Smoothie 932,000,000 Berrys, and Katakuri 1,057,000,000 Berrys.

14. Mt. Atama Thieves

Famous Members: Ashura Doji

The Mt. Atama Thieves are a group of bandits that plague Wano Country. Shutenmaru is the head of this organization. Shutenmaru’s bull carries this banner around his neck. The Mt. Atama Thieves’ symbol appears to be a reference to Shutenmaru’s hairstyle with square chains on each side. Several weeks before Monkey D. Luffy arrived in Wano Country, Shutenmaru and the other thieves managed to steal food from Shogun Kurozumi Orochi’s farm in Kuri.

The bandits recently seized the food stolen from Bakura distributed in Okobore village. However, their action could not be completely successful following the successive appearances of Calamity Jack and Kaido as a dragon. Shutenmaru has decided that they retreat to the forest to escape the Emperor. This group, under the leadership of Shutenmaru, chose to join the Kozuki Family in the war against Kaido.

13. Gorgon Sisters

Famous Members: Boa Hancock, Boa Sandersonia, Boa Marigold

The Three Gorgon Sisters are three Kuja sisters. They lead the Kuja Pirates and the island of Amazon Lily. They consist of a Grande Corsaire, Boa Hancock, Boa Sandersonia and Boa Marigold. The trio received their nickname because of their supposed heroic deed: slaying a monster called “Gorgon”.

As punishment, the Gorgon is said to have cursed the three sisters by placing a pair of eyes each on their backs, which would petrify anyone who dared lay eyes on them. Also, Hancock has the ability to petrify anyone who shows desire for her, while Sandersonia and Marigold can transform into female-snake hybrids at will.

Because of this, whenever the three sisters bathe, the rest of the tribe must evacuate the main castle, and set up barriers around the area, to prevent petrification. However, the Gorgon sisters are revered as the heroines of the entire Kuja tribe.

12. Centaur Patrol Unit

Famous Members: Chadros Higelyges, Smooge, Chappe, Run, Fen Bock

The Centaur Patrol Unit is a unit of centaurs (humans who have had their crippled legs replaced with functional animal limbs, thanks to the powers of Trafalgar Law), led by a centaur-alligator named Brownbeard, a former pirate whose head was put at price for 80,060,000 Berrys. They are under the ultimate control of Caesar Clown. Brownbeard rebelled against Caesar Clown, the latter having deceived him: centaurs were left outside dying, serving as guinea pigs for the H2S experiment.

11. Cipher Pol

Famous Members: Guernica, Rob Lucci, Hattori, Spandam

The Cipher Pol is a branch of the World Government responsible for espionage and intelligence. It is sub-divided into 8 groups ranging from 1 to 8 plus a 9th group which is a phantom unit. This ninth group is not known to the general public and specializes in infiltration and assassination. After the ellipse, we discover a 10th group named CP-AIGIS0, which is the most powerful of the 10.

Agents of the Cipher Pol are known for their great mastery of the Six Powers. CP0 and CP9 are known to be the 2 most powerful groups among Cipher Pol agents. CP0 is considered the strongest intelligence agency in the world. According to Nico Robin, their presence on an island means that something bad is brewing. They act directly under the orders of the World Nobles.

The agents are assigned according to their mastery of the Six Powers according to what we could see during Kalifa’s explanations to Rob Lucci about their new member Nero who only mastered 4 of the 6 powers. It can therefore be concluded that the abilities and mastery of the Six Powers by CP9 and CP0 is far superior to that of the other Cipher Pol groups.

10. Baroque Works

Famous Members: Sir Crocodile, Nico Robin, Daz Bonez, Bentham, Nefertari Vivi, Marianne, Gem

The organization performs various tasks with the sole purpose of gaining control of Alabasta. Some members of Baroques Works act as bounty hunters and capture pirates to pocket the money for their operation. The members’ most important task, however, is to spread rumors and lies about King Nefertari Cobra in an effort to create a rebellion against him.

They pull off this stunt by using the illegal substance, Dance Powder, to cause discord in the country. All of these missions have as their goal the conquest of Alabasta and Crocodile’s ultimate goal, to recover the ancient weapon Pluto, which is said to be hidden somewhere in the kingdom. The last mission is called Operation: Utopia.

Baroque Works’ other locations outside of Alabasta are Whiskey Peak and Little Garden. Crocodile’s ambition, along with the entire organization, was crushed by the Straw Hat Pirates who arrived in Alabasta to aid their friend Nefertari Vivi. After Crocodile was defeated, Alabasta was rescued and Vivi, who wanted to join the crew, decided to stay on as Alabasta’s princess.

Miss All Sunday joined the Straw Hat Pirates, fascinated by the young Luffy possessing the mysterious “D” in his name, before regaining faith in her dream of knowing the history of the Missing Century when she found a new poneglyph on Skypiea (she never thought she would see a poneglyph again after the one in the mausoleum of Alubarna).

Crocodile, Mr. 1, Mr. 2 and Mr. 3, the 4 main members of Baroque Works, were sent to Impel Down for their crimes. Then they helped their old enemy, Luffy, during his escape from Impel Down to save Ace.

9.  Nine Red Scabbards

Famous Members: Kin’emon, Denjiro, Kikunojo, Raizo, Ashura Doji, Inuarashi, Nekomamushi, Kawamatsu, Kurozumi Kanjuro

The Nine Red Scabbards are a group of Samurai who serve the Kozuki Family, and are led by Kin’emon. The Nine Red Scabbards are believed to be very powerful, to the point where Orochi’s history of defeating them has given him a reputation as a great warrior. Orochi himself recognizes their power and considers them super-powerful.

Their leader is Kinemon, able to cut fire and recognized by all, even Kyoshiro, who showed interest in meeting him to fight him, although he actually knows him, being Denjiro, another Scabbard Red.

Their name of Red Scabbards comes to them from the evening when they left, accompanied by their lord Kozuki Oden, to fight Kaido: indeed, they left at dusk, when the rays of the sun turned red and “made these valiant men sparkle like flames and the katana in their belt reflected the flames of their lives”.

8. Ninja-Pirate-Mink-Samurai Alliance

Famous Members: Monkey D. Luffy, Trafalgar D. Water Law, Kozuki Momonosuke, Inuarashi, Nekomamushi

The Ninja-Pirates-Minks-Samurai Alliance is a pirate alliance originally formed between the Straw Hat Pirates and the Heart Pirates with the goal of defeating Emperor Kaidou. Trafalgar Law teamed up with the Straw Hat crew to destroy the factory where Smile production was taking place to put an end to it in order to put Doflamingo in a very delicate position against Kaidou.

However, he later revealed that his main objective was to annihilate Donquixote Doflamingo of the Seven Great Warlords of the Sea in order to avenge the death of his friend, Donquixote Rosinante. He also intended to end their alliance when Doflamingo broke their agreement but Luffy refused to end it. Their goal now is to defeat Kaido who has been their enemy since the fall of Doflamingo.

When the two crews arrive in Zou, the alliance then grew with the Kozuki Family of the Land of Wa, led by its young heir Kozuki Momonosuke and the Mink Tribe whose leaders, Inuarashi and Nekomamushi were in the service of the Family. Kozuki. When the Alliance arrives in Wano, it grows even larger with 5,000 allies and vassals of the Kozuki Family joining the ranks.

The alliance concludes with the raid on Onigashima Island where the alliance forces attack the Beasts Pirates as well as Big Mom and Perospero, who have allied themselves with Kaidou. The alliance achieves victory after a long battle

7. Germa 66

Famous Members: Vinsmoke Judge, Vinsmoke Reiju, Vinsmoke Ichiji, Vinsmoke Niji, Vinsmoke Yonji

The existence of the army was doubted by some, such as Nami who describes it as a mythical evil army, until Pekoms confirmed its existence. Sure enough, the Germa 66 was originally pictured in “Times” magazine, battling against the hero Marine, Sora and his giant robots who always seemed to win against the warmongers.

It is this legend that contributed to making the Germa 66 “imaginary”. Germa specializes in several areas, including mercenary. Recently, they were hired to put an end to a civil war that had lasted for more than two years on Brock Colie Island, fighting for one of the two opponents, which they managed to do in four hours. Command of the organization is held by the Vinsmoke family.

The supreme commander is the father of the family, Vinsmoke Judge. When leading their troops into battle, each Vinsmoke Commander wears a number on their Raid Suit allowing them to be recognized: “0” for Vinsmoke Reiju, “1” for Vinsmoke Ichiji, “2” for Vinsmoke Niji, “4” for Vinsmoke Yoji. In the anime, Raid Suits are also colored, unlike a regular soldier’s Raid Suit which is white. The number “3” would have been provided by Vinsmoke Sanji, had he been part of the organization.

6.  Special Science Group (SSG)

Famous Members: Vegapunk

The Special Science Group, abbreviated as SSG, is a Navy science unit project led by Vegapunk. The purpose of this project is to be able to replace the role of the Seven Great Warlords of the Sea, following the abolition of the system of the latter at Lev Ely, to maintain the World Balance. Issho and Brandnew hope that this project will be carried out successfully, to help the Navy in the fight against piracy.

The power level of the SSG is currently unknown, as they have yet to act. However, we can estimate that they have a total power equivalent to that of the Seven Great Warlords of the Sea before the abolition of their contract, therefore to that of the Four Emperors, and of the Admirals, since it replaces one of the three pillars of the ‘Global Balance.

5. Worst Generation

Famous Members: Monkey D. Luffy, Trafalgar D. Water Law, Eustass Kid, Marshall D. Teach, Roranoa Zoro

The Supernova Eleven is a term that refers to the eleven world-famous pirates, whose individual bounties exceed 100,000,000 Berrys, who arrived at the Sabaody Archipelago in same time. Of the Supernova Eleven, only Roronoa Zoro and Killer are not confirmed Devil Fruit users, and are in fact vice-captains of two of the group’s crews.

Coincidentally, all of the Supernovae arrived on the Sabaody Archipelago simultaneously, which caused a wave of concern for the Navy. Full light on Supernova activity came to light after the events of the Battle of Marineford. According to Shakky, one of the Supernovae may be responsible for inspiring a new generation of pirates. With the exception of the Straw Hat Pirates, the other Supernovae try to avoid crossing paths with the Celestial Dragons.

After the timeskip, the Supernovae and Marshall D. Teach are referred to as “The Worst Generation” according to Brownbeard. A few managed to gain a reputation in the New World. Thus, one of them, Trafalgar Law, became one of the 7 Corsair Captains, before seeing his title revoked by Admiral Issho. Marshall D. Teach became one of the Four Emperors and Monkey D. Luffy, following his foray into Big Mom territory, is considered the 5th Emperor by Morgans.

4. Shichibukai (Seven Warlords of the Sea)

Famous Members: Drecule Mihawk, Barholomew Kuma, Boa Hancock, Buggy the Clown, Edward Weevil, Crocodile, Gecko Moria, Trafalgar Law, Donquixote Doflamingo

The Seven Warlords of the Sea were a group of seven powerful and famous pirates, leaders or not a crew, who made an agreement with the World Government. They were part of the Three Great Powers of the world, along with the Naval Headquarters and the Four Emperors.

They were always seven of them at one point, although they temporarily ended up numbering six after the incident involving Crocodile in the Kingdom of Alabasta. He was replaced by Marshall D. Teach who secured the title through the capture of Portgas D. Ace.

The order went through a big change after the battle of Marineford, since after this war, there have been only four Warlords of the Sea left, with the resignations of Jinbe and Teach, as well as the dismissal of Gecko Moria. After the ellipsis, we learn of the integration of Trafalgar Law, Buggy and Edward Weevil into the Seven Warlords of the Sea, which again brought the number of active Captains Corsairs to seven.

But following the events that occurred in Dressrosa, the number of Warlords of the Sea fell to five with the departure of Trafalgar Law and Doflamingo, who were dismissed from their functions. Following the holding of the Levely at Mary Geoise and a speech by the kings of Alabasta and Dressrosa, the order of the Seven Warlords of the Sea was dissolved by a vote having gathered a majority of votes in favor of the immediate abolition of this system.

The Navy is therefore starting to hunt the old Warlords again and the late disclosure of this information has allowed them to devise a plan to try to capture them all at once.

3. Revolutionary Army

Famous Members: Monkey D. Dragon, Sabo, Emporio Ivankov

The Revolutionaries have one main project: to relentlessly fight the World Government that dominates the world, which means both the Council of Five Elders and especially the Celestial Dragons, towards whom Dragon expresses deep contempt due to their behavior in the world. towards the less fortunate and who, according to Koala, are their real enemies because of the influence they exert on the World Government in its global structure.

This is why their operations consist of defending, liberating countries, kingdoms, villages ruled by local governments affiliated with the World Government, World Nobles, or attacked by antagonistic pirate crews.

They also don’t hesitate to free all those reduced to slavery like at Tequila Wolf. All these different actions, coordinated activities that are at the beginning of small revolutions, are methodically spread throughout the world in order to quickly gain momentum, especially when the World Government does not always manage to maintain lasting stability and peace, as rightly pointed out, the defeat of Donquixote Doflamingo.

2. Marines

Famous Members: Sakazuki, Kizaru, Fujitora, Monkey D. Garp, Kuzan

The Marines are the main military force of the World Government and one of the long-running antagonists of the series, along with the 7 Corsair Captains and the Four Emperors, among many others. It is present in all the seas of the world. The Navy is present in these seas in the form of light branch branches. Most of its forces are stationed on the most dangerous of seas, the Road of All Perils, where their Headquarters are located. After the timeskip, HQ was moved to the New World, at the base of G-1.

Their flag is a blue seagull with the inscription “Navy” below and colored blue. The Navy represents the hope for the survival of the inhabitants of the world who are not pirates and who regularly face attacks from them. The people consider that the Navy is present to protect them from the pirates with their large manpower and armament placed at their disposal. Indeed, guns, sabers as well as bazookas, rifles, pistols and other less conventional weapons are made available to soldiers to fight effectively against pirates and crime.

1. Yonkō (The Four Emperors)

Famous Members: Monkey D. Luffy, Buggy the Clown, Marshall D. Tach (Blackbeard), Shanks

The Four Emperors are the four most notorious and powerful pirate captains in the world, but are neither allies nor enemies of each other, preferring to remain on their own under most circumstances. They reside on the second half of the Grand Line known as the New World, wielding impressive influence by controlling dozens of pirate crews as well as self-governing islands.

Some of them have been recurring antagonists since the Fishman Island Arc. They are one of the Three Great Powers. At the climactic Battle of Marineford, Emperor Whitebeard dies, and his assassin, Marshall D. Teach, subsequently assumes his title, while Shanks, another Emperor, ends the Great War.

Following the events of the Whole Cake Island Arc, the World Economy News Paper named Monkey D. Luffy standing next to the Yonko as the “Fifth Emperor” of the seas. This was both due to the events of the arc and the interviews done with Cavendish and Bartolomeo, which informed reporters of Straw Hat’s fleet of 5640 members.

During the Raid in Onigashima, the two Emperors Big Mom and Kaidou are defeated by the Ninja-Pirate-Mink-Samurai Alliance and new Emperors are recognized in the world, Monkey D. Luffy, and Buggy the Clown.
