The Public Safety Devil Hunters are an organization of public Devil Hunters controlled and directly financed by the government in Japan; they can be considered as one more body within the typical civil protection in modern governments. They are sent to neutralize Devils in the event of a threat to the public and are tasked with solving related incidents on a smaller scale. Devil Hunters are an essential part of the Chainsaw Man lore and in this article, we are going to list the 20 strongest Devil Hunters from Chainsaw Man.
Tamaoki was a Devil Hunter with Miyagi’s 2nd Division, just like Kusakabe. Nothing is known about him except that he was present in a small capacity in the manga, but since he has survived for some time without resigning, he probably has some skills.
Furuno is a Devil Hunte from Tokyo’s 2nd Division. During the raid on the building where the Katana Devil is, Furuno and Shiina may be seen conversing with Kishibe. Kishibe informs them that the police and 2nd Division will barricade the first and ground-level entrances. Then Kishibe warns them about the members of the Special 4th Division. Nothing much is known about him, but since he is the only known surviving member of Division 2, he probably has some skills.
Fushi was a Devil Hunter for Public Safety. Because they are too frightening for him, Fushi doesn’t bring his partner, Devil, who is human, to a public celebration, showing that he is considerate. Given that he can recall the precise number, he implies to himself that he is pleased with his high IQ of 134.
17. Hirokazu Arai
Himeno said he lacked skill but could make up for it all with his desire. He genuinely cares about his colleagues, reaching out to Kobeni when her fear overcame her and calling Power out to make fun of her. He even offered to give Denji to a devil so the rest of the squad could flee since he is wary of the Devil and Denji.
Since Himeno had promised to kiss whoever destroyed the Devil during their mission and he had said that a young woman shouldn’t give herself before marriage, Hirokazu, who has high moral standards, became concerned. In addition to constantly caring for his mother after she returns home from work intoxicated, Hirokazu believes himself skilled at aiding the sick.
He also assisted Denji in the restroom following his vomiting-inducing kiss with Himeno. He regrets his frailty since he envies Denji and his prowess as a devil hunter.
Subaru was a member of Kyoto’s 1st Division and was, by all means, a very skilled Devil Hunter before his death. Sadly, we have absolutely no details about his powers and abilities, but from what we can infer, it seems that he was quite skilled.
Madoka was a Public Safety Devil Hunter until his resignation. He was one of the few survivors following the attack on the hunters by the Gun Devil allies and decided to leave his position as Public Safety. Despite being one of the few survivors, Madoka adopts a strong stance and leaves when things become too hazardous for the Public Safety Special Division.

Not much is known about Kurose, who was implied to have been very skilled. He would get nervous around Makima and had a strong accent. Tendo is fairly adamant about her decision not to join the special division and, like Kurose, becomes uneasy around Makima. Tendo appears to have considerable emotional intelligence, as seen by her suggestion to Kurose and her when they discover Aki sobbing, that they give him some space. She was known to have a contract with the Punishment Devil, but the details are unknown.
12. Kobeni Higashiyama
Himeno believes Kobeni has the skill, but her timidity prevents her from using it. This was later shown to be accurate as the young lady defeats Katana Man by herself while in human form, forcing Akane Sawatari to flee. Kobeni exhibits excellent agility, as evidenced by her ability to avoid the Snake Devil’s tail attack before running over his body, an action that led the Katana Man to refer to Kobeni as a monkey.
Kusakabe had a contract with the Stone Devil, but the conditions are completely unknown. Kusakabe can petrify his opponents, turning them to stone, by positioning himself in a specific circle and blowing through a hole he has created with his palm. The Stone Devil’s ability is deadly, according to Kusakabe, because it has the potential to indiscriminately petrify nearby foes and allies.
Kusakabe can create this circle on his own and use this power on a smaller circle. The Black Devil, along with Kusakabe, interrupted and destroyed the Stone Devil before he could utilize it; hence, it is unknown how this affects petrification.
Beam, the Shark Devil’s Fiend, is a really strange character. He frequently agrees to Denji’s schemes, no matter how absurd, because he greatly respects and even worships the Chainsaw Devil. Beam didn’t correct Denji when he misunderstood how to use his chainsaw powers to increase his mobility; instead, he supported Denji’s viewpoint.
The Shark Devil loves to fight, dives into zombie hordes with glee, and devours them. He was so terrified of facing the Bomb Devil that he almost fled, but when he was surrounded, he did not even think about quitting and continued to combat her.
Princi, a member of Tokyo Special Division 4’s Public Security Demon Slayers, is the Spider Demon, a Demon who personifies the fear of spiders. Princi typically assumes a human form. Therefore, she usually gets along well with people and works as a demon slayer. Nevertheless, if she has the wrong attitude toward someone, she will still murder them.
She didn’t react when the Violence Demon Man confused her, and she killed the zombies without even changing her expression. Princi is a spider with all the abilities a spider has, including the ability to walk on walls and puncture adversaries with her spider-like appendages. Princi has been demonstrated to submerge herself and then reappear to attack her adversaries at any time.
Despite being known as the Violence Fiend, he is incredibly cordial and straightforward. The Spider Devil was told to leave the area after he mistook her for a normal woman after assaulting Beam in self-defense.
The Violence Fiend claims that he still has a considerable amount of the original corpse’s brain, which is unusual for a devil. Ironically, he expresses his love for both tranquility and peace, and he also knows many details from his previous life as a human. Although he maintains that wearing a mask prohibits him from eating, he enjoys treating people because it enables him to experience food through their reactions.
In her original form as a devil, Power claimed to be so feared that other devils would flee from her scent, but this is probably just Power boasting. Power can freely manipulate the blood in her body to make weapons. She can also manipulate other people’s blood through direct contact and prevent them from bleeding out, though she admits this is difficult.
Power can also warp her target’s regeneration abilities by mixing in her own blood. Power, a Fiend, may restore her health by ingesting blood. She can also regenerate from little amounts of blood due to the powers of the Blood Devil, simply by ingesting the blood of a more powerful Devil after she dies. Pochita used this talent to absorb herself after Makima defeated Chainsaw Man, by fusing her blood with Denji’s body. Power is deserving of a place on this list, even though she isn’t as high as the other protagonist.
A Devil Hunter from Special Section 4, Himeno is a young woman with an eye patch. Secretly in love with Aki, she will never stop trying to convince him to give up the profession of Devil Hunter to live quietly. The Ghost Devil dwells in her right hand and allows her to immobilize someone or eat part of a target she is aiming at. She will sacrifice herself by giving herself completely to her Devil to save the members of the Section.
The Angel Devil is considered the second strongest agent of Division 4 after Captain Kishibe, but his laziness holds him back. The Angel Devil’s wings are strong enough to deflect gunfire and can be used as improvised shields. The Angel Devil can absorb the life span of humans through physical contact. If they touch long enough, the affected human will eventually be killed painlessly.
This happened when Aki briefly grabbed his hand, to which the Angel Devil estimated that Aki lost two months of his lifespan because of that. The Angel Devil can convert the drained lifespans into weapons with supernatural properties, such as Aki’s katana, which can cut through the normally intangible Ghost Devil.
4. Aki Hayakawa
Aki made a contract with the Curse Devil, granting him a blade resembling a nail. Aki would have to significantly reduce his life to use it. Aki directs the nail at an arbitrary part of his foe’s body. The Curse Devil’s hand then materializes and flicks the nail’s back end to cause harm once he whispers the word “fire.”
By stabbing his enemy three times with the nail, Aki can summon the Escape Devil, which grabs the enemy and deals massive damage, killing him in the process. After losing the Fox Devil’s favor, Aki is taken to the Future Devil, who is held captive by Public Security and manages to get a contract to use his abilities if he lets the Future Devil live in his right eye.
Makima is a girl with a serious but at the same time calm personality, which is denoted when she explains the current situation in a slow and orderly manner without getting excited. She is always seen maintaining a sympathetic air, at least with Denji when he settles in. On the other hand, she is also very cunning and manipulative. She threatens Denji with annihilation if he disobeys her while enticing him with the prospect of a romantic or sexual relationship. The Control Devil obviously wants greater power and will do anything to get it. She is cruel and ready to take innocent lives and cause harm to others if it will help her.
Makima is an extreme fan of Chainsaw Man, the “hero from hell.” Fascinated by his ability to remove the embodied concept of a Devil when she eats them, her stated that her goal was to bring Chainsaw Man under her control, using his power to create an “ideal” world without fears, and if she doesn’t, be eaten by Chainsaw Man, as she thinks that it would be an honor for her to be a part of the Chainsaw Devil.
Although Makima never explicitly expressed it, her ultimate desire was to spend the rest of her days with Pochita and be happy with him because she had trouble building close relationships with others who were similar to her, such as her own Control Devil. The Control Devil returns in Part 2 after Makima’s passing, although it’s unclear whether this new incarnation will be as powerful.
Denji is the protagonist of the series who, thanks to Pochita’s sacrifice, becomes a Hybrid and is invited to join Public Safety as a Devil Hunter. He is a Hybrid who hunts down Devils as Chainsaw Man, the embodiment of the Chainsaw Devil. Due to his great poverty, lack of education, and improper upbringing as a youngster, Denji is cheeky and ignorant. As a result, he comes off as unpleasant and harsh in a childlike way. Denji’s need to love and be loved and his emotional damage become more and more apparent as the story progresses. As a coping technique, Denji becomes emotionally dependent on Makima, even expressing to her that his wish was to be her dog without sense. Due to this psychological instability, Denji decided not to kill Makima but to unite with her instead and allow himself to be victorious, which is why he consumed her at the end of Part 1.
According to Makima, Angel Devil and Kishibe are the two Tokyo Special Division 4 members with the most strength. Kishibe has described himself as the strongest devil hunter. At least three devils who have been deemed to be “very dangerous” are under contract with Kishibe. Kishibe proved strong enough to defeat two of the devils working for Quanxi by himself despite being initially disregarded by them as nothing extraordinary.
Knives are an extremely effective weapon in the battle for Kishibe. After evading Denji’s strike, he repeatedly stabbed Denji in the back before severing Power’s throat and driving the knife through Denji’s jaw and into his brain. He also possesses remarkable aim, as seen by the skill with which he threw his knife across a narrow space and struck Denji in the head.
